● Discussions
We carried out two types of discussions, “Main Session” and “Sub Session” concurrently.
“Main Session”: Government head level participants will exchange opinions about all themes throughout the course of the day. “Sub Session”: Based on the case introductions of each regional government, participants will share problems, circumstances and actual efforts of working-level regional officers.

・ Mr. ISHIHARA Nobuo’s Interview (Excerpt)
The thoughts at the time the Congress was established.
“What struck me the most was how it was the regional governments, not the central
governments that spoke to us about various topics. I think it is very significant that
regional governments from East Asia are able to exchange opinions freely. This was
especially memorable for me as I was once in charge of regional governments at the
former Ministry of Home Affairs.”
The significance of this Congress.
“Some of the exchanges between regional governments at this Congress have had a
profound impact on the central governments, which I think just goes to show how
important this Congress is. These past 10 years have been truly valuable. The discussions
between participating regions have no doubt been fruitful for all involved with each
regional government seeing the benefits in their own way.”
The hopes for the Congress.
“Particularly in Japan, the declining population is more evident than it was 10 years ago.
We must make various efforts to ensure that the standard of living for all our citizens is
maintained. And, as the populations of many participating regions are declining just as
Japan’s is, open exchange of opinions between those in similar situations will be hugely
meaningful.”
