Friendship Agreement between Nara Prefecture and Shaanxi Province, China

Nara Prefecture and Shaanxi Province of China signed a friendship agreement on September 2nd, 2011. For Nara Prefecture, it was the first friendship agreement formed with a local government overseas.

Historically, Nara Prefecture and Shaanxi Province have a close relationship, represented by the exchange between the capitals of Nara Heijo-kyo and Chang’an (now Xi’an City) of Tang Dynasty. In 2008, Governor Arai of Nara Prefecture visited Shaanxi Province for promotion and met the governor of the province. At that time, both governors reached a consent to form a friendship agreement in the future, which renewed the interaction between the two areas. 

    Since the Meeting of Advocates to Establish the East Asia Local and Regional Government Congress held in 2009, Shaanxi Province has been sending its delegations consistently to the Congress.
